BHUBANESWAR: The Bhubaneswar Municipal Corporation (BMC) will train the urban poor in improving their marketing skills by opening a micro-business centre on public-private partnership (PPP) mode.
The state government has allotted 0.16 acre to the BMC for construction of the centre. It will hand over the land to Centurion University of Technology and Management, which is a partner in the project, to be undertaken under Swarna Jayanti Sahar Rojgar Yojana (SJSRY). Read more

The results of an ongoing survey of slums within the Thiruvananthapuram Corporation — which is almost complete — reveals high figures of unemployment, alcoholism, and drinking water shortage, highlighting the need for inclusive development, as promised by the Rajiv Awas Yojana (RAY), a ‘slum-free India’ programme by the Union government.
Mayor K. Chandrika presented the facts, based on the 75 per cent of the data obtained, during the first stakeholders’ consultation workshop held earlier this month by the city Corporation’s RAY technical cell. As much as 41 per cent of around 52,190 people interviewed so far are addicted to alcohol or drugs, 43 per cent are unemployed, and 52 per cent of those with pipe water connection get erratic supply. According to officials, the physical survey is complete and all that remains is for it to be entered into a Management Information System (MIS). Read more

Patna: Bihar Chief Minister Nitish Kumar defended on Thursday his repeated demand for special status to the state saying it (the status) will boost private investment in a big way to accelerate its industrial development. "I am pushing for grant of special status to Bihar only to bring private investment in a big way to expedite industrialisation process for generation of employment opportunities," he said in a function at Pataliputra industrial area after inaugurating a diamond cutting unit, the first of its kind in the state.

Kumar said the present was as good as it gets for investors, who should take advantage of the positive atmosphere and make investments in Bihar.
The special status brings with it tax concessions and the investors pumping their money in industrial units in Bihar will benefit from the incentives if the Centre grants his demand, the chief minister said. Jammu : In the wake of CAG's criticism of Jammu and Kashmir government over lapses in implementation of MNREGA, a state assembly panel has recommended several measures to address the flaws in executing the scheme.

While the majority of Indians still live in rural areas, this, too, is changing fast. From 1970 to 2010, India's urban population grew by 250 million. The next quarter-billion will be added in half that time. By 2030, 70 per cent of India's GDP will come from its cities.
But cities are simply unable to cope with the influx of migrants on the current scale. The fast-growing metropolises of India, China, Brazil, and other major emerging economies offer plenty of jobs, but basic amenities are lacking; as a result, many of the urban poor live in slums, without adequate health care, water supplies, or electricity. An ESOP grants an employee the right (but not the obligation) to purchase a stipulated quantity of the company’s shares at a stated price for a set period of time. New Delhi: The total number of professionals working in India's USD 100 billion IT-Information Technology Enabled Services (IT-ITeS) sector grew by 7 percent to 2.97 million in the last fiscal, Parliament was informed Friday.

The IT-ITeS sector, which contributes about 8 percent to the country's economy, provided employment to 2.77 million professionals in 2011-12 fiscal, Minister of State for Communications and IT Milind Deora said in a written reply in Rajya Sabha. Read more

One lazy assumption, that most Indians live in villages and work their farms, has been demolished by census numbers released on Tuesday. These show that the number of "cultivators", people who own farms, fell by nearly nine million in the decade from 2001. It is also the first time, since 1971, when the absolute number of farmers has fallen. This tallies with a robust observation of economic history: as nations develop, people move from farm to factory. However, as people move away from farms and into cities in search of something else to do, most are diverted into informal jobs. This increasing informalisation of the workforce is dangerous for three reasons: it tends to perpetuate poverty, reduce productivity and yield lower revenues to governments. India's rigid labour laws, drawn up to protect the interests of its tiny formal-worker elite, need to be thoroughly revamped to let employers absorb more workers in formal occupations.
But that will not be enough. In February this year, economists Ejaz Ghani and Ravi Kanbur published a paper which showed that across the developing world, more and more people were moving into informal jobs in cities. They also found that this informality was remarkably persistent. Of the more than dozen nations they surveyed, India had the highest level of informality; and it was as high in 2005 as it was in pre-reform 1989. Though their work suggests that informality could decline as people become better off — Chile and Turkey are richer than India and have more people working formal jobs — it is not enough to sit around and play catch-up. NEW DELHI: India's attractiveness among the expat professionals as a potential workplace has taken a major hit in the wake of recent cases of rape incidents and attacks on foreigners, a survey says.

Also, the hiring of expat professionals in India is expected to decline by 15-20 per cent this year, after a rise of 18 per cent in 2012.

Uttar Pradesh Provincial Civil Service (PCS) Sangh at its important meeting held here on Saturday opposed strongly the provision of compulsory examination for promoting PCS officers to IAS cadre. The sangh said PCS cadre officers are selected at different levels through examinations conducted by State Public Service Commission which is a Constitutional institution. They said conducting another examination for promoting PCS officers to IAS cadre who had been already been selected by Public Service Commission puts a question-mark on the commission. It has become a cliche to speak of India as a land of paradoxes. The old joke about our country is that anything you say about India, the opposite is also true. We like to think of ourselves as an ancient civilisation but we are also a young republic; our IT experts stride confidently into the twenty-first century but much of our population seems to live in each of the other twenty centuries. Quite often, the opposites coexist quite cheerfully. One of my favourite images of India is from the last Kumbh Mela, of a naked sadhu, straight out of central casting, with matted hair, ash-smeared forehead and scraggly beard, a rudraksha mala around his scrawny neck and a distant gaze in his eyes, for all the world a picture of timeless other-worldliness, chatting away on a mobile phone.
Young Indians are growing into such a paradoxical India. What are the prospects for the expansion of the participative political space in tomorrow’s India, say over the next two decades? PUNE: In an effort to aid drought relief measures in Maharashtra, National Bank for Agriculture and Rural Development (NABARD) will converge its watershed development projects with Mahatma Gandhi Rural Employment Guarantee Scheme (MNREGS).

PATNA : Two days after the Comptroller and Auditor General (CAG) said states like Bihar used only 20 per cent of the funds spent nationally under the government’s flagship rural employment scheme, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the Nitish regime in Bihar has trashed the principal auditor’s findings.
Terming the CAG report as completely erroneous, Rural Development Minister in the State Nitish Mishra asserted that Bihar had spent Rs 1,818 crore more than the fund earmarked (and allocated) by the Centre for the scheme. Read more

New Delhi : The comptroller and auditor general has said that the government’s flagship rural employment scheme is disconnected from the poverty regions of the country, suggesting that proper implementation would have improved the lot of the poor.

A CAG report auditing the performance of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) between April 2007 and March 2012 says that Bihar, Maharashtra and Uttar Pradesh account for 46% of India’s rural poor but the states were able to utilise only 20% of the funds spent nationally. KOLKATA: Realising the need for cordial relations with workers and trade unions with the industry after incidents like that at Manesar, employers have begun a process to create 'templates' that may result in recommendations to the Union government for labour reforms.

Kolkata: West Bengal Chief Minister Mamata Banerjee on Saturday blamed the Congress-led United Progressive Alliance (UPA) government in New Delhi for playing "sheer politics" by not yet releasing its share of the funds for the rural job scheme.

The rural job scheme provides 100 days wage employment to every household, whose adult members volunteer to do unskilled manual work.
Bengal's spending on the 100 days of jobs provided under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) was the country's highest at Rs. 4,408.70 crore, as against a total fund availability of Rs. 4,108.03 crore, the chief minister claimed. Read more

Every third person in an Indian city today is a youth. In about seven years, the median individual in India will be 29 years, very likely a city-dweller, making it the youngest country in the world. In rural and urban contexts, their identity and social conditioning are poles apart
Rural women struggle to place us real urban women in their daily lives. Most of these women don't study past middle school, get married one day after their 18th birthday (blatant lie, 16 years would be the norm), and have children at a young age with limited access to quality health care. Women opt for birth control or family planning options in a limited way. Most village sub-health centres are little more than holes in the wall, lack electricity and water, and are inadequately staffed. Many rural women prefer a home-delivery with the familiar dai (midwife). This allows them to be back on their feet faster while attending to the younger children and work at home. Read more

HYDERABAD: Dozens of doctors in state-run hospitals are evading rural postings through "work permits", which health department sources said was an eyewash to allow influential doctors continue with their urban jobs and lucrative private practice.
During the last one year, at least 100 government doctors in the twin cities who were given rural postings, managed to dodge a government order, and are continuing their practice in Hyderabad, based on permissions obtained from the Director Medical Education (DME), in clear violation of government and Medical Council of India norms.
