Naxals strong in non-Congress-ruled states: Jairam Ramesh

INDORE: Union rural development minister Jairam Ramesh said on Thursday that naxalism is strong wherever Congress party has become weak.

"Wherever there is a Congress government naxals have not been able to spread their influence," Ramesh said.

Car lifting cases on the rise in Assam

Special police to protect tourists in Bengal

KOLKATA : The West Bengal Government plans to introduce a special police force for tourist destinations in the State soon. According to Krishnendu N. Choudhury, State Tourism Minister, the service would begin with seaside destination Digha and some places in Kolkata.

“We have to promote destinations from hills to seaside; mangroves to heritage sites to woo more tourists. We have taken up a few plans and introducing tourist police to ensure safety of the travellers is one of them,” Choudhury said here on Friday. Read more

Delhi minor rape: Stringent action will be taken against the accused, says Krishna Tirath

New Delhi: Union Women and Child Development Minister Krishna Tirath on Saturday expressed grief and shock over the reports of rape of a five-year-old girl. "It is a shocking incident and the way this five-year-old girl was raped shows the sick mentality of men. There is a need to change this mentality," she said.

The minister said she has sought a report on the incident and assured that stringent action would be taken against the accused. About the reported callousness of policemen to the relatives of the rape survivor, the minister said efforts were on to sensitise Delhi Police. "I have spoken to the Commissioner of Delhi Police and even the Home Minister has given strict instructions to him to ensure that complaints of people are addressed swiftly. SC takes first step towards implementing police reforms

NEW DELHI: Six years after ushering in police reforms, the Supreme Court on Thursday took the first step for its implementation in "letter and spirit" and asked states to furnish within a week status of the Security Commissions which were to be set up to insulate the police from political interference.

Officials take stock of water crisis in Madurai

MADURAI: The district collector has instructed the corporation officials to ensure supply of drinking water to all parts of the city as the intense summer is fast depleting the ground water level. The collector, Anshul Mishra also stated that the ground water had dried up in some parts of the district.

Mishra presided over a law and order meeting convened by the district administration on Wednesday, in which drinking water issues and its management was part of the discussions. Two PIs for important police stations in Goa

PORVORIM: The government will soon appoint two police inspectors at important police stations in Goa including Margao, Mapusa, Porvorim, Calangute. This is being done to separate the duty of crime detection from that of keeping law and order, chief minister Manohar Parrikar told the Goa legislative assembly on Tuesday after the government was virtually put on the mat for the deteriorating law and order system.

MUMBAI: There are several police stations in the city that do not have single woman officer in the rank of a sub-inspector and above despite the common wisdom that their presence helps put women complainants at ease and draws out detailed information from woman victims.

Allahabad University students clash over submission of free laptop forms

ALLAHABAD: Violence rocked the Allahabad University's Arts campus on Saturday when two rival groups of students belonging to KPUC and Tara Chand hostels clashed in front of the Registrar's office under the Colonelganj police station over submission of application forms for availing free laptops under a government scheme. Scores of students were injured in the clashes which continued for more than 30 minutes.

According to eyewitnesses, a large number of students had arrived at one of the counters of AU to submit application forms for getting free laptops as per the scheme announced by the state government. Kolkata : With security tightened in West Bengal districts bordering Bangladesh in view of violence in the neighbouring country, senior police officials on Sunday denied reports of influx of people from that country. "There has been no influx of Bangladeshi citizens to our state. Security has been beefed up in all district police station areas of the state," ADG (law and order) Banibrata Basu said.

Bangalore cops look to Google Earth to cut crime

Bangalore : The city police plan to resort to scientific methods to study crime trends in particular areas and take appropriate measures to prevent those particular crimes that are most common to those locations.

The police plan to use file extension KML (or Keyhole Markup Language) format — used for storing geographic data that includes navigation maps and other driving instructions — on Google Earth. KML was developed as a way of saving geographic information readable by different mapping programs. Read more

Probe report finds cops lax during Noida violence

LUCKNOW: Heads are likely to roll in connection with Wednesday violence in Greater Noida during the two-day strike of central trade unions. The two-member committee constituted to probe the allegations of police laxity during violence submitted its report to the state government on Monday. The committee is believed to have dealt with three specific issues, out of which Noida administration was found slack on two counts.

Principal secretary home RM Srivastava confirmed to TOI that the committee comprising ADG law and order Arun Kumar and home secretary Rakesh had submitted the report and added that the government was examining the report. Maoists adopt divide and rule policy to rule over tribals

GK VEEDHI (SAGULU VILLAGE): The Maoists seem to be adopting the policy of divide and rule to regain their lost foothold in their traditional strongholds. The incident that took place in Lakkavaram village in GK Veedhi mandal in the Agency area of Visakhapatnam district on Tuesday, where they killed two tribals by opening fire and beat to death two and critically injured five others, makes it clear that the red rebels are now taking sides between tribals, something which was not heard of in earlier. 

The Maoist movement in the Agency areas of Visakhapatnam began in the early part of 1980s and since then they were regarded both by the tribals and the people in the plains as an outfit that worked for the betterment of tribals and fought for their rights. They did beat up or threaten tribals but only if they were found to be police informers or if they committed some crime. And that too the treatment was meted after a proper trial in a kangaroo court and with the consent of the remaining tribals. KOLKATA: Increasing incidence of violence on campuses in West Bengal has forced the Mamata Banerjee government to explore ways to depoliticise students' union elections. The state education department has drawn up a draft guideline that proposes to delink student bodies from political parties and make college union polls a 'once-in-two-years' event.

Kolkata: In the wake of the violence over college elections at Garden Reach in which one policeman was shot dead, West Bengal government yesterday announced state-wide suspension of college union elections for six months in view of various board examinations, and the upcoming panchayat elections.

Number of women turning outlaws rising in Ludhiana

LUDHIANA: The crime scenario in the city is getting murkier and women have a lot to do with it. In 2012, around 138 cases of crimes involving women were reported. Gurmeet Kaur, a 49-year-old woman member of the panchayat of Rampur village, her husband Jaswant Singh alias Jassa and their accomplice, 32-year-old Suman were arrested by cops from the Delhi police on Wednesday with 13 kg opium.

On January 1, a 60-year-old NRI woman was murdered by her daughter-in-law at Bachitar Nagar. In a similar incident on July 17, a woman, Reena, brutally murdered her father in-law Narinder Kumar Anand, a 64-year-old retired official of the Food Corporation of India and her eight-year-old step daughter at Punjab Mata Nagar. Media highlights of political violence in Bengal being manifested in multiple ways has brought in hordes of political and social commentators lamenting the decline of value based politics in the state.  In the current environment, the image of ‘genteel Bengali bhadrolok’ has receded into the background to be replaced by lumpen elements who commit atrocities on women, shoot and kill policemen during college elections, fight over rights to supply building materials and in general cause harassment to ordinary public.

The commentators have trotted multiple reasons starting from stranglehold of the cadres during the Communist regime to the inability of the present day ruling party to control its party workers etc. However, there is no other truer reason to escalating violence in Bengal politics than the absolute decimation of its economy and the abysmally low percentage of people engaged in the organised sector. A society with a large number of its workforce gainfully employed would not have time or need to engage in these atrocities. Bhubaneswar may get second Mahila PS in 3 weeks

BHUBANESWAR: The proposed bifurcation of the existing Mahila police station in the city is likely within three months as the commisionerate of police has identified a temporary building at Chandrasekharpur for its functioning. Apart from the traffic wing, this would be the second specialized police unit that will have two branches in Bhubaneswar. The city's second traffic police unit also functions at Chandrasekharpur.

The proposed Mahila-II police station would allow better supervision and investigation of cases relating to harassment of women in the capital. Gurgaon cops lose the plot on continuing vehicle theft

NEW YORK : India has been accused of “failure” to curb incidents of sexual violence against women and for “restrictions” on right to free speech by global rights group Human Rights Watch (HRW), which said the country continues to have “significant human rights problems.”

Maoists regrouping in Jangalmahal in West Bengal

Maoists are regrouping in West Bengal's Jangalmahal area, where peace prevailed for more than a year after their leader Kishenji was killed and several other top functionaries were arrested, according to the State Intelligence Bureau.

Jangalmahal, which comprises three districts of West Midnapore, Bankura and Purulia, where killings and encounters between Maoists and security forces were almost the order of the day since 2008, saw relative peace since the middle of 2011. Read more

Spurt in registered cases of domestic violence in Ranchi

RANCHI: Women are not only hassled in public and outside the comfort of their homes. Increasing cases of domestic violence bear testimony to the fact that home is no more a safe haven. Looking at the register in the women's police station here, one can only gape at the rise in crimes against women especially within the confines of the four walls.

As many as 69 cases have been registered at the women's police station of the city out of which 55 are related to domestic violence. Anita Kumari (name changed), a victim of domestic violence who went to register a complaint against her husband and in-laws at the women's police station said: "My husband beats me up everyday even if I make the slightest mistake in my household chores. Also, my mother-in-law keeps taunting me the entire day and at times even curses me. As things were getting unbearable the only option left with me was to lodge a complaint against them." Read more
